    Hi, could you please help me with the correct punctuation for the passage below:

    Subsequently, the now-current constitution requires that, “Every electoral district shall be composed of contiguous and compact territory and shall be so constituted as to give, as nearly as is practicable, representation in proportion to the population of the district.”

    My questions are – 1) Is the comma required after the word ‘that’?
    2) If I remove the comma, should the first word of reported speech (Every), begin with a small letter? e.g. ….requires that “every electoral….”

    If this is confusing, could you please paste the passage with the correct formatting? I’d really appreciate it.
