Removal has been held up

The removal of this incorrect verb on has been held up because the writer didn’t know that the verb has to agree with its subject:

fp removal have been

As often happens when a verb is separated from its subject by multiple prepositional phrases, there’s a subject-verb disagreement: The subject is removal and the verb should be has been.
