I could be wrong, but I don’t think City of Ember is an underground floating mass of ice. It’s more likely a burg that is lit up like Times Square (that great intersection in NYC) and not some unknown square named Time. At least in “There and Back Again: A Fantasy Locations Travel Guide” from Yahoo! Movies the word and is spelled correctly although the author meant to write as:
